I bought an used overclocked graphics card and I can’t underclock

So I’m a first time builder and I finally built my first Gaming PC. But what I didn’t know is that the graphics card was overclocked and now I can’t start up my PC without it crashing in 2 minutes and taking me to BSOD with the error code: nvlddmkm.sys. Since it’s a new PC I don’t have msi Afterburner or any other programs and can’t download it because my PC will crash.
