Alright, it does seem that Bit Che will need proper UTF-16 support because only 50% of the script was rendered properly, and anything pass the 8th bit could not be rendered. Also, it is not recommended to rely on Character Set 1066 (aka VNI) because it has font restriction and horrible compatibility, and UTF-8/16 makes things much easier in the long run.
Thank you for taking your time and effort in considering this case, chip. I will still leave this script on because it works properly and anyone can use it to test in the future. Looking forward to the new version with Unicode support!
