Holding the T button only brings me to a screen with a lightning https://testmyspeed.onl/ symbol. Holding down the Options just brings up the USB and nothing else.

It'll take a while to connect to Apple's servers. Once you see the Utilities window https://testmyspeed.onl/, choose Disk Utility and format the new drive. If that works, then choose to reinstall the OS.
