Computers - Technology / USB 3.0 extremely slow, fluctuating speed in Windows 10

Now, i have had this problem since i know of usb 3. Theoreticaly, the speed is around 400MB/s, but on all of the computers i have used it fluctuated heavily between 0-15 MB/s (mostly around 3-4). I have done all things i could remember, including but not limited to, usb driver update, chipset update, bios update, windows update, filesystem change to NTFS, plugging in other ports... I have ran out of ideas and have no clue what else i could do. Please if you had this problem and managed to solve it, shed some light on it. Please
