After an influx of e-mails and pm`s asking me to start this topic again. I have decided to give it a short run  and hope at least you will make a guess. I have had to make the clues slightly harder due to the number of members that have finally mastered the use of "google".So here goes. ::)
I am in a wealthy seaport where my name suggests an outlet for  Billys anger and when he accidently knocks his "boddies" over will complete the picture.
Where am I??

Okay... I will have a guess even though i am an aussie... my guess is Liverpool....  angry meaning.. bad liver.. and knocking over boddies.. well.. i thought of playing pool.. or billiards.. possibly way off.. but my first try.

how about Pisa?

"pisa" meaning floor (spanish), "floor(ed)" slang for drunk (english).. "drinking" is outlet for anger, after drinking too much, fall over and hit the "floor", knocking his body over, kinda like the Leaning Tower of Pisa ?

I'm going with Ventspils, Latvia. seems to fit all the clues,    anger/vent     spills/knocks his body over   baltic,   and just about 300km from Helsinki :)

Yi-ppe Chip finally got one right. Ventspills one of the busiest and wealthiest seaport in the Baltic. Yes, "vent" your anger and "spils the beer ;D
Couldnt get much simpler than that. No wonder the management has the edge.lol
